Microsoft have discontinued WebDeploy 3.5 and this is no longer available for Public download, Microsoft have updated WebDeploy to 3.6, which is downloadable from the following link:

Symptom

After installing WebDeploy 3.6 and opening IIS Manager, there is no option to deploy.

Resolution

1. Uninstall WebDeploy 3.6.
2. Open Server Manager and select Add Roles and Features.
3. Select Next on the following steps:
   • Before You Begin
   • Installation Type (Role-based or feature-based installation)
   • Server Selection (Local Server)
4. Once at the Server Roles step, expand Web Server (IIS) as shown below:
5.  Then expand Management Tools as shown below:
6. Select ALL of the Management Tools as shown below:
7. Once you have selected all of these, select Next.
8. Select Next on the Feature step.
9. Finally install ALL of the features you selected in Step 6.
10. Once installation is complete, re-install WebDeploy 3.6 using Full Installation.
11. Open IIS Manager.
